The person in charge of this office was known as the "Special Assistant to the Vice President for Administration." It was headed by Susan Holloway (1977-1979) and Sue Cockrell (1979-1981?). These individuals and their support staff were evidently responsible for the day-to-day operation of the Office of the Vice President (OVP). Other staff members included Susan Borkowski, who served as Staff Assistant for Budget and Finance.
The records include budget and financial records relating primarily to office expenditures and travel expenses; biographical information about Vice President Mondale; staff job descriptions and staff lists; files on the Vice President's House, including information about events held there and related expenses; and trip itineraries and schedules. There are also files pertaining to Joan Mondale.
Correspondents represented in the files include Holloway, Cockrell, and various OVP staff members, including Richard Moe, Michael Berman, Gail Harrison, and Dave Nichols (staff assistant for budget and finance). There is also correspondence with officials of the Office of Management and Budget, the General Services Administration, and the Executive Office of the President – Office of Administration.

The records consist of miscellaneous files kept by the Advance Office staff, particularly advance directors Roberts and Schmitt. They focus on staffing and staff training, policies and procedures, and logistics and budgeting for the Vice President's trips.
Several files of instructional materials, notes, and lists of participants document training seminars conducted for advance staff; these are supplemented by a set of sound recordings from a seminar conducted in November 1979. There are numerous iterations of advance policy and procedure manuals, supplemented by sample letters and a master set of forms.
Correspondence and memoranda of Roberts, Schmitt, Bill Berman, and Special Assistant Debbie Sale cover various aspects of advance administration. There is a file on policies, logistics, and budgeting for the Carter-Mondale reelection campaign (1979-1980). Also present are a few briefing folders on visits by foreign dignitaries. Yearbooks list official duties and trips as well as some political activities by type and by date.

The full title of this office is "Assistant for Congressional Relations and Administrative Assistant to the President of the Senate." During Mondale's term this office was held by William C. Smith.
The files reflect Smith's role as liaison between the Vice President and Congress. Many of the materials are photocopies. They include information on Carter Administration policy and legislative priorities, on the role and function of the Vice President, Congressional relations and the administration's legislative agenda, the 1980 presidential debates, and on a variety of topics of current interest in Congress or to the Carter Administration.
Correspondents include Smith, Frank Moore (White House Office of Congressional Liaison), and Stuart Eizenstat (the Director of the Carter Administration's domestic policy staff).
Materials include correspondence and memoranda, Presidential Agendas (1976-1979) (found also in Chief of Staff Files), and a poor photocopy of a memo from Jimmy Carter to Mondale entitled "The Role of the Vice President in the Carter Administration" (December 9, 1976). There is a set of "Vice Presidential Office Files, which include yearly assessments and analyses, financial information, and office procedural information. Subject files include information about energy policy, the Middle East, the economy, the Panama [Canal] treaties, and SALT II. There are files on campaigns and elections, including the 1980 vice presidential debate; the closing of the Frankford Arsenal (Philadelphia); and the overhaul of the U.S.S. Saratoga aircraft carrier. There is also a chronologically-organized file of Smith's communications with Mondale concerning meetings, issues, vice presidential activities, and Congressional requests and interactions.

There are memos from Mondale's domestic policy staff on various issues and policy matters; a briefing book on education and income maintenance programs of the Department of Health, Education, and Welfare; memos concerning priorities for the President and approaches to be taken toward domestic and international issues; and a set of briefing notes focused on the U.S. economy and related matters.
A large run of chronological files consists largely of staff memoranda on domestic policy issues. There are also weekly briefing notebooks, presidential and legislative agendas; and files relating to the President's Program for U.S. Energy Security. Subject files include information on Alaska natural gas transportation systems (pipeline), energy issues, the President's Reorganization Project, and women's issues.
Files of Eric Vaughn (administrative assistant to Harrison and special assistant to the vice president) include information on the President's Reorganization Project, as well as extensive lists of campaign promises made by Mondale (1976-1977).
Files of Mark Warren (special assistant to the vice president and administrative assistant to the chief of staff) consists mostly of correspondence (February 1979-March 1980) and policy and other memoranda from Warren to Mondale, Chief of Staff Richard Moe, Counsel and Deputy Chief of Staff Michael Berman, and various other members of Mondale's staff.
Memoranda from Mondale's domestic policy staff on various issues and policy matters, addressed mainly to the Vice President and occasionally to chief of staff Dick Moe and others.
Beyond their focus on domestic policy, there is no obvious topical concentration to the memoranda in the chronological files. Primary authors in this set are Gail Harrison (domestic policy chief), John Farmer, Jim Dyke, and Eric Vaughn. Files for October-December 1978 and May 16-31, 1979, are missing. The file also contains references to other documents not in this series (current locations not yet determined).
Vaughn served as administrative assistant to Assistant to the Vice President Gail Harrison and as a special assistant to the Vice President.
Mark Warren served as a special assistant to the Vice President and as an administrative assistant to the Chief of Staff. Warren's correspondence contains three topical concentrations: (1) the Carter administration's health cost containment legislation; (2) National health plan legislation; and (3) matters involving Minnesota. They are supplemented by five small topical files: Control Data Corporation, crisis [fuel bills] Intervention, election law, Bureau of Land Management (Minnesota wilderness inventory), and the 1979 Duluth grain handlers strike.
Memoranda to and from the Vice President, his staff, and others concerning priorities for the President and approaches to be taken toward domestic and international issues during the years 1978 and 1979. The White House Executive Committee, which included Hamilton Jordan, Zbigniew Brzezinski, Stu Eizenstat, Jody Powell, and the Vice President (or members of his staff), among others, were responsible for setting these agendas.
Each agenda item is presented as a program with a statement of the issue, background on the program, an impact analysis, programmatic and budgetary alternatives, and recommendations. Also included in these files are memoranda from cabinet officers concerning department priorities.
A compilation of informational materials on President Carter's plans for programs aimed at minimizing U.S. reliance on foreign energy sources. They consist largely of fact sheets and White House news releases, and are accompanied by the program's summary report. Information within the files cover the five components of the President's program: oil import reduction, increased domestic oil production, oil use alternatives, conservation and fuel efficiency, and emergency measures. Background information on the roots of the U.S. energy crisis in the 1960s and 1970s is also included.
Briefing materials specifically address the President's plan for an energy program. These include discussion of financing an Energy Security Corporation to assist private sector development of synthetic fuels and natural gas through a windfall profits tax. Other details outline the Carter administration's plans for an Energy Mobilization Board to coordinate the decision-making process for non-nuclear energy facilities and a special energy allowance and energy crisis assistance program to help low-income families transition to alternative fuel sources.

Prepared for the President and the Vice President by the Census Bureau's Federal Statistical System, each weekly briefing is typically divided into five sections: general economic indicators, general social indicators, government activity, environment, science and culture, and selected subjects. Each week's compilation covers an average of nine subtopics within any section. Key domestic issues discussed in the briefings include wholesale and consumer price indexes, retail sales, unemployment, housing construction, import and export figures, industry, gross national product, health, manufacturing, agriculture, population, education, and the environment.
Included in each compilation are charts, graphs, and diagrams that illustrate trends in the topics being addressed. A short narrative summary follows each illustration with salient facts highlighted in colored marker.

Richard Moe had been administrative assistant to Senator Walter Mondale (1973-1977), and following the 1976 election was appointed his chief of staff, an office he held during the full four years of Mondale's Vice Presidency. As such, he not only oversaw many of the operations of the Vice President's office, but also was considered a member of the President's senior staff, and undertook a number of special assignments on behalf of the Carter Administration.
This series of files includes information on the operation of the Vice President's office, constituent contacts, and the development of legislative initiatives and policy priorities.
Moe's correspondence and memorandum files document the daily work of the chief of staff, including the organization of the Vice President's office, constituent relations and contacts, responses to applicants for federal jobs, Mondale's schedule and trips, and various public policy issues and strategies. Files on the Carter Administration and the Vice Presidential Office focus on the development of legislative initiatives and policy priorities, reviews and analyses of the role and activities of the Vice President in the Carter Administration, and the President's Reorganization Project. Political files include analyses of attitudes toward the Carter Administration, and strategies for the 1978 mid-term elections.
Other files document special assignments delegated to Moe or his staff, especially heading task forces to forestall the adoption of a balanced-budget amendment to the U.S. Constitution, to sustain Carter's veto of the 1979 defense appropriation bill, to coordinate a package of proposals to Congress for reform of election laws, and to develop proposals to contain hospital costs. There are also files on the Mondale office's support of federal grant requests from Minnesota communities and organizations; on the office's involvement in a variety of specific policy issues and topics; and on applications by and recommendations of Minnesotans and others for positions in the federal government or on the Carter or Mondale staffs.
Correspondence reflecting the daily work of the chief of staff. It includes personal messages and acknowledgments on behalf of both himself and Mondale; replies to letters regarding domestic and foreign policy matters; political correspondence; schedules, trips, and requests for appearances by himself, Mondale, and other Carter administration officials; responses to requests for photographs, autographs, and assistance in trips to Washington or abroad; and thank-you letters. In early 1977, and again after the 1978 mid-term elections, the files deal largely with various aspects of the organization of the Vice Presidential office and recommendations for positions in the Carter administration.
Photocopies, and occasional originals, of memoranda to the Vice President, staff members in the Vice Presidential and Presidential offices, and other federal officials on a wide variety of matters. Most are written by Moe, but there are some addressed to him or to the Vice President from others. They discuss such matters as appointment to government positions, various aspects of the President's Reorganization Project, polls and other political matters, Mondale's schedule and trips, various public policy issues and strategies, constituent contacts and relations, the 1978 elections, and a few foreign relations matters.

By February 1979, 27 states had enacted resolutions calling for a constitutional convention to consider an amendment to the U.S. Constitution requiring a balanced federal budget. Moe was asked to head a task force to design options and recommendations on how this and related issues should be handled by the Carter administration, which was opposed to it. This file consists of memoranda, background materials, statements and analyses, clippings, and correspondence on the work of the task force, the constitutional amendment process in general, issues raised by a balanced budget amendment in particular, activities in the states, public opinion, and activities by others in support of, or in opposition to, such an amendment.
In August 1978 President Carter vetoed the $36 Billion Department of Defense Appropriation Authorization Act of 1979, on the grounds that it cut from central defense needs in order to pay for lower priority items, especially a $2 Billion nuclear-powered aircraft carrier. Moe chaired a DoD Authorization Task Force to prepare for a possible veto and to develop and implement strategies to assure that the veto would be sustained in Congress. The file includes memoranda, strategy proposals, news releases, clippings, background information, talking points and questions/answers, materials for an August 23 briefing for businessmen and others, correspondence, drafts of the veto message, and vote counts and call lists of Congress members.
Most of the files appear to have been kept by Bob Moilanen, and before him, Mark Warren and David Bieging.
An attempt to control the rising cost of hospitalization was one of the key elements of President Carter's domestic program, and was viewed as offering the benefits of curbing inflation, lessening the burden on taxpayers, containing health insurance costs, and lowering direct costs of medical expenses for the economically vulnerable. The original proposal failed to pass the 95th Congress. To attempt to muster support for an amended version, in January 1979 President Carter authorized the creation of a Hospital Cost Containment Task Force, consisting largely of appointees from the staffs of the White House and the Department of Health, Education and Welfare, and chaired by Dick Moe. Mark Warren and Anne Wexler were the primary staff liaisons for this project. Ultimately, the amended version also failed in the 96th Congress (1979).
As part of his package of election reform proposals, the President directed Mondale to prepare a universal voter registration bill, which would require all states to permit voters to register at the polling place on election day for federal general elections. David Bieging, assistant to the chief of staff, was the primary Mondale office liaison for this initiative. Most of the files reference the House bill, HR 5400, "The Universal Voter Registration Act" (1977).

The office of Counsel and Deputy Chief of Staff was headed throughout Mondale's Vice Presidential years by Michael S. Berman, who apparently had served him during his senatorial terms and also during a presidential run in 1988. Berman appears to have been involved in almost every aspect of the operation of the Office of the Vice President.
Michael S. Berman was Counsel and Deputy Chief of Staff. His files include chronologically-arranged files of correspondence, memoranda, and related papers. There is a copy of a Martin Luther King, Jr. Assassination Task Force report, and information about the President's Reorganization Project. There are a few files relating to the transition period following the 1976 presidential election, including lists and descriptions of candidates for cabinet posts and for positions in various government agencies.
This survey was conducted prior to the papers acquisition by the Minnesota Historical Society, apparently at or near the close of the Carter administration.

There are files on judicial and legal matters, including the Presidential Papers Act; legislation, including the Ethics in Government Act, the Former Presidents Act, the Presidential Papers Act, and the Presidential Transition Act, as well as amendments to the Federal Election Campaign Act of 1971. There are files on conflict of interest, executive pardons, Freedom of Information Act requests, General Accounting Office audits and inquiries, lobbying with appropriated funds, Mondale's service on the Smithsonian Institution Board of Regents, and the use of the Camp David presidential retreat. The files employ an alpha-numeric file coding system similar to that used with the Central Subject Files.

These files give background information on political candidates, political races, and the political situation in various cities that Mondale was apparently visiting and/or campaigning in across America. The files were prepared by staff assistant Monica Borowski for Mondale's domestic trips from December 1, 1977 to December 11, 1980 and are arranged chronologically.
Public Finance Task Force Files include minutes, memoranda, background materials, and compilations of data on Congress members positions and votes on the issue of public financing of election campaigns, gathered by the White House Task Force on Public Finance. The task force was composed mainly of members of the White House and Vice Presidential staffs and representatives from several public policy groups, and was chaired by Michael Berman. Its initial charge is not documented in these files, but it focused its attention largely on the public financing of campaigns for the House of Representatives. It studied public opinion, Congressional voting records, past and pending legislation, House campaign spending patterns, and the conceptual and technical aspects of public financing, and attempted to influence the passage of a public financing bill (H.R. 1). The task force held its first meeting on February 9, 1979 and was recessed on May 31, subject to the call of the chairman, following the defeat of H.R. 1; it apparently never reconvened. Full texts of published hearing transcripts are available at the University of Minnesota libraries. The majority of these files came from Michael Berman's office. Some materials kept by Deputy Press Secretary Maxine Isaacs were interfiled.

The bulk of the Vice Presidential images are from the Vice President's official photographer. The Vice President's photographer's negatives and contact sheets document the daily schedule and activities of Vice President Walter F. Mondale. The series contains black and white and color views in both 35mm and 4" x 5" formats. Folders are filed in a numeric sequence by film roll number in rough chronological order. Each file folder contains a numbered set of negatives and corresponding contact sheets. The images feature scenes of speeches, campaigns, meetings, events, and trips, as well as views of Mondale, his family, and staff. Images are attributed primarily to White House staff photographers Robert McNeely and Robert Burgess, but also include a number of other staff photographers.
Researchers may consult Walter F. Mondale's daily schedules to determine dates or time periods to view relevant images. Negatives are available for nearly all film rolls unless noted. Missing film rolls are noted.
In addition to the Vice President's photographer views, there are two boxes of accompanying visual materials. Largely 8x10 photographs, these images were compiled separately and contain views of events, activities, fundraisers, meetings, trips, the Vice Presidential residence, Vice President Mondale and Joan Mondale on the job, and other miscellaneous scenes.
The film log lists date, negative number, name of photographer, film processor, place or event, and any notes about the condition of the film or missing numbers.

This office was officially known as "Assistant to the Vice President and Press Secretary." Albert Eisele served as Press Secretary throughout Walter Mondale's years as Vice President. Maxine Burns (later Maxine "Isaacs"?) served as Deputy Press Secretary.

This series is, in essence, an appearance or events file, containing news releases and related items for Mondale's speeches and remarks, attendance at social and political events and fund-raisers, official functions, swearing-in of ambassadors and judges, commencement addresses, photo opportunities, trips, actions of the vice presidential office, and other activities.
In place of standard news releases, the files usually contain media advisories giving schedule arrangements and conditions for media coverage. Some files, especially for 1977-1979, include texts, transcripts, or summations of speeches, statements, interviews, and the like. There are some press pool reports, photographs, background information and/or newspaper clippings on the event or issue at hand, and published articles by or about Mondale. By late 1979 the files mainly concern 1980 campaign activities. There is a particularly large file on Mondale's trip to China in late August and early September 1979.

There is biographical information about Mondale staff members, information about mailings to the Black press, the Catholic press, and to the labor press. There is a file of Special Assistant for Administration Susan Holloway's memoranda to staff; information about media markets (newspapers, radio, and television); a press advance manual (1978); and a "staff departure procedures memo" (December 10, 1980). Rebecca (Beckie) McGowan served as Walter Mondale's Special Assistant for Scheduling during his term as Vice President. Larry Rickard served as Secretary to McGowan, and Linda Crew was the assistant.
The records consist of Mondale's daily schedules of events and appointments, often annotated, and a daily calendar for each month. There is often more than one version of a daily schedule present. The information in the daily schedules and the daily calendars is not entirely duplicative. They are accompanied by some memoranda and other background materials; typed lists of monthly events; lists of advance staff assignments; and some detailed event scenarios, especially for diplomatic functions.
Mondale's primary speech writers were Martin Kaplan and Fred Martin, and were each officially known as "Special Assistant and Speech-writer to the Vice President." Bernard Aaronson may have been an additional Mondale speech writer.
Speech Text Files consist primarily of speech texts, transcripts, drafts, and/or talking points for Vice President Mondale's domestic speeches and appearances, for some meetings, and other occasions on which he delivered formal or semi-formal remarks. There are a few speeches from overseas trips. The Speech Text Files include some formal statements on issues or events. Some also include memoranda from speech writers or scheduling staff, background items, agendas or program notes about the event, and/or an occasional newspaper clipping about the speech.
Sound tape recordings made by the White House Communications Agency are also available for a large number of the speech texts.
