The correspondence, which includes memos and letters sent and received, contains very little internal departmental coverage. It mainly documents interactions with the administrators of individual school districts, other Minnesota state agencies and departments, and the department's equivalent in other states. Major topics covered include legislation, finance, and special projects and programs, both government and privately funded, at the elementary, secondary, and higher education levels. One 1986 file covers Randall's recommendations for member of the compulsory school attendance, definition of a school, and alternative education task forces. The committee appointment file documents the official appointments Randall made to various task forces and commissions.
