            general, legislative auditor, and departments of health, public welfare, and human
            services; the Joint Commissions on the Accreditation of Hospitals (JCAH) and Health Care
            Organizations (JCAHO); the State Board of Pharmacy; the Southwestern Mental Health
            Coordinating Committee; the federal Health Care Financing Administration; Governor's
            Citizens' Mental Health Survey Committee; Glacial Ridge Vocational Cooperative Center;
            and Willmar State Junior College, and the operation of various hospital departments and
            programs, including chaplain, laboratory, rehabilitation therapy, social service,
            volunteer services, x-ray, mental retardation, adolescent treatment, dining services,
