St. Paul was "emphatically new and wild" when Alexander Ramsey arrived in 1849 to become the first governor of Minnesota Territory. Within a few years, he described it as "a city of thousands, in which commerce rears its spacious warehouses, religion its spired temples, a broad capitol its swelling dome, and luxury and comfort numerous ornamented and substantial abodes."
