Rails are laid as far as Itasca for the St. Paul and Pacific Railroad in August.
Kelley responds to the drought of 1863 by installing an irrigation system composed of
a reservoir dug into the bank of the Mississippi, a J. D. West patent pump and a system of curbs
and gutters which distribute water brought from the river by a windmill. He opens 10 acres for a
fruit and vegetable field.
He takes a job as a clerk in the new Department of Agriculture in Washington, D. C.,
during the offseason.
He writes a 10-page report on agriculture which is published in the records of the U.S. House of
Representatives.
He claims to have written more than 800 letters about Minnesota agriculture over the past 15 years and
works as a correspondent for several Eastern papers.
