Gentlemen:-
Answering your inquiry of June 28th, regarding pardon for No. 5151
Gilbert Henry Stephenson, I beg to say that this man was the first one convicted
of Rioting in the riot arising out of the lynching of three negroes in this city
last June.
Quite a lengthy statement of the facts in connection with the case accompanied his application, and the Pardon Board is no doubt quite fully conversant with all of the incidents in connection with the Riot.
