  3. Government Innovation and Cooperation Board. Records (1993-2002), including meeting files and minutes, subject files, waiver/exemption files, consolidation files, and grant files. The Board was created in 1993 by the Legislature in order to facilitate improved quality and efficiency in the delivery of services by local governments. In 2002 the Legislature repealed the Board’s statutory authority and it was eliminated. This unique state board had three approaches to provide incentives for innovation and cooperation among local governments: 1. Grant waivers of administrative rules and limited exemptions from enforcement of procedural laws that inhibit innovation in the delivery of services by local governments. 2. Authorize and aid cooperative mergers of local governments. There are several files concerning the feasibility of adjusting county boundaries in the state. 3. Administer a competitive grants program (cooperation planning, service sharing, service budget management model, land and water resources); a primary goal was to fund pilot projects that benefited other local units of government throughout the state. 14 boxes.
  4. Housing Finance Agency. Annual program assessment reports (1990-2006), annual financial reports (1979-2006), biennial reports (1991-2005), and reports to the legislature (1993-1998). 1 box.
  5. Legislature. House. Subject files (1965-2003; bulk dated 1991-2003) of Rep. Irvin N. Anderson. Anderson represented Koochiching, Lake of the Woods, and St. Louis Counties. The files concern such topics as Voyageurs National Park, the International Falls weather station, economic development, conservation, mass transit, the Canadian-American treaty, and the DFL caucus and legislative activities. 2 boxes.
